Mishkat al-MasabihHadith Number 3708
وَعَنْ أَبِي أُمَامَةَ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ: «إِنَّ الْأَمِيرَ إِذَا ابْتَغَى الرِّيبَةَ فِي النَّاسِ أَفْسَدَهُمْ» . رَوَاهُ أَبُو دَاوُدَ
Abu Umamah Narrated from:
When a ruler seeks to make imputations against the people he corrupts them.” Abu Dawud transmitted it.
