Abu Hurairah Narrated from:
Abu Huraira reported Allah's Messenger (ﷺ) as saying: If you survive for a time you would certainly see people who would have whips in their hands like the tail of an ox. They would get up in the morning under the wrath of Allah and they would get into the evening with the anger of Allah.

Summary of Sahih Muslim Hadith 2857a
This Hadith about people with whips like ox tails warns of a harsh group that the Prophet (صلى الله عليه وسلم) said Abu Huraira might see if he lived for some time. These people would have whips in their hands like the tails of oxen. The report says they would go out in the morning under the wrath of Allah and return in the evening with the anger of Allah. The main message is not about the tool alone. It is about using force in a way that brings divine anger. The wording points to repeated behavior, morning and evening. A Muslim reading this Hadith should fear cruelty, abuse of authority, and harming people with unjust force.
