أَخْبَرَنَا الرَّبِيعُ بْنُ سُلَيْمَانَ، صَاحِبُ الشَّافِعِيِّ قَالَ حَدَّثَنَا يَحْيَى بْنُ حَسَّانَ، قَالَ حَدَّثَنَا وُهَيْبٌ، وَحَمَّادُ بْنُ زَيْدٍ، عَنْ عَبْدِ اللَّهِ بْنِ طَاوُسٍ، عَنْ أَبِيهِ، عَنِ ابْنِ عَبَّاسٍ، أَنَّ رَسُولَ اللَّهِ صلى الله عليه وسلم وَقَّتَ لأَهْلِ الْمَدِينَةِ ذَا الْحُلَيْفَةِ وَلأَهْلِ الشَّامِ الْجُحْفَةَ وَلأَهْلِ نَجْدٍ قَرْنًا وَلأَهْلِ الْيَمَنِ يَلَمْلَمَ وَقَالَ " هُنَّ لَهُنَّ وَلِكُلِّ آتٍ أَتَى عَلَيْهِنَّ مِنْ غَيْرِهِنَّ فَمَنْ كَانَ أَهْلُهُ دُونَ الْمِيقَاتِ حَيْثُ يُنْشِئُ حَتَّى يَأْتِيَ ذَلِكَ عَلَى أَهْلِ مَكَّةَ " .
Ibn 'Abbas Narrated from:
The Messenger of Allah designated Dhul-Hulaifah as the Miqat for the people of Al-Madinah Al-Juhfah for the people of Najd, and Yalmlam for the people of Yemen. He said: "They are for them, and for anyone who comes to them from elsewhere. If a person's place of residence is within the boundary of the Miqat, then (he should enter into Ihram) from where he starts his journey, and this also applies to the people of Makkah.''(Sihah)

Summary of Sunan an-Nasai Hadith 2654
This hadith about Miqat boundaries gives both the named places and the rule for people passing them. Ibn Abbas narrated that the Messenger of Allah fixed Dhul-Hulaifah, Al-Juhfah, Qarn, and Yalamlam for their people. He then said they are for them and for anyone else who comes through them. The narration also says that whoever lives within the Miqat boundary enters Ihram from where he begins his journey, and that this applies until it reaches the people of Makkah.
