Al-Lu'lu Wal-Marjan 675 — The Book of As-Siyâm (the Fasting)
It is not unlawful to kiss during fasting if one is not urged by sexual desire.

حديث عَائِشَةَ، قَالَتْ: إِنْ كَانَ رَسُولُ اللهِ ﷺ لَيُقَبِّلُ بَعْضَ أَزْوَاجِهِ وَهُوَ صَائمٌ؛ ثُمَّ ضَحِكَتْ.
A'isha Narrated from:
Allâh's Messenger صلى الله عليه وسلم used to kiss some of his wives while he was observing Saum (fast),” and then she smiled. ( Sahîh Al-Bukhârî, Hadîth No. 150, Vol. 3)
